Short answer
Witney is a large town with many homes built since 2000, and most heat with mains gas. Boiler swaps, servicing and gas safety checks are the usual jobs. Near the River Windrush, flood risk affects where an oil tank or a heat pump can sit. Oxfordshire grant funding is closed for now.

What heating do Witney homes have?
Witney has one of the highest shares of mains gas on this site. In the 2021 Census, 77.6 per cent of the 12,803 households in the 5 Witney wards used mains gas alone.
In Witney West the figure was 84.7 per cent. Witney Central had the most electric-only heating, at 15.1 per cent of households.
Only 164 town households used oil alone. DESNZ estimates that 24.6 per cent of homes in West Oxfordshire had no gas connection in 2024. Villages around Witney use much more oil.
How old are Witney homes?
Witney homes are newer than in most towns on this site. In the three Witney areas, about a third of homes on the Council Tax list were built in 2000 or later. Only about 7 per cent date from before 1919.
A newer house usually has cavity walls and loses less heat. This makes a heat pump easier to size. Many of these homes also have a modern combi boiler that will need replacing in time.
The town centre is outside the Cotswolds National Landscape. The Witney and Cogges conservation area still controls flues and heat pumps that face a road.
Does flood risk affect oil tanks and boilers in Witney?
Yes, near the river. In July 2007, about 240 properties in Witney flooded, the Environment Agency found. About 120 were in the town centre.
Building rules treat an oil tank within 10 metres of a river or stream as a pollution risk. It then needs a bund or an integrally bunded tank that holds 110 per cent of the oil.
Check your address on the GOV.UK flood risk service. Then ask the engineer where the tank, the boiler and any heat pump should sit.
Do many Witney homes have a heat pump yet?
Not many. Only 50 Witney households used renewable heating alone in the 2021 Census, or 0.4 per cent. That is the same as the England share.
Witney North and Witney South had 13 each. Another 67 households across the town combined renewable heating with another type.
Questions
Can I get a heating grant in Witney?
Oxfordshire County Council says its Warm Homes Local Grant is closed to new applications. The national Boiler Upgrade Scheme still gives £7,500 towards an air source heat pump.
Who gives free energy advice in West Oxfordshire?
Better Housing Better Health. West Oxfordshire District Council lists its free number as 0800 107 0044, open 9am to 5pm on weekdays.
Can a heat pump go near my fence?
Since 29 May 2025, the 1 metre boundary rule no longer applies in England. The unit must still meet the MCS 020a noise standard to count as permitted development.
