Boiler installation and replacement in the Cotswolds
Short answer
A new boiler is notifiable building work. For a gas or LPG boiler, the engineer must be on the Gas Safe Register by law. For an oil boiler, an OFTEC-registered technician can self-certify the work. This page explains the job, the rules and the choices, and lists Cotswold firms that fit boilers.

What a boiler installation involves
The engineer first surveys the home. They check the heat demand, the gas or oil supply, the flue route and the hot water needs. Then they advise on the type and size of boiler.
A like-for-like swap in the same place often takes one or two days. A change of boiler type or position takes longer, because the pipes and flue must move.
At the end, the engineer flushes and fills the system, sets the controls and shows you how to use them. You get the manufacturer's paperwork and a Building Regulations compliance certificate.
Choose the right type of boiler
A combi boiler heats water on demand and needs no hot water cylinder. It suits smaller homes with one bathroom. A system or regular boiler stores hot water in a cylinder. It suits homes with more than one bathroom used at the same time.
A change from a regular boiler to a combi removes the tanks in the loft, but it is a bigger job. Ask the engineer if your water pressure and flow can support a combi.
If you plan to fit a heat pump in the next few years, tell the engineer. A cylinder and larger radiators can help a later change.
Local factors in the Cotswolds
Many Cotswold villages are off the gas grid. Homes there use oil or LPG boilers. An LPG boiler is gas work, so the engineer must be Gas Safe registered for LPG. An oil boiler needs a technician who is competent in oil, such as one registered with OFTEC.
Flues need care in old stone houses. A flue on a wall that faces the street can need consent in a conservation area or on a listed building. Ask the council's conservation officer before you agree the flue position.
Some old houses have open-vent systems with old pipes. A new boiler can show leaks or sludge in old pipes, so ask about a power flush or a filter.
The rules
The Gas Safety (Installation and Use) Regulations 1998 apply. Anyone who works on gas appliances in your home must be on the Gas Safe Register. This covers natural gas and LPG.
A new or replacement boiler is notifiable under Part J of the Building Regulations. A Gas Safe engineer tells the council through the Gas Safe Register within 30 days. You get a Building Regulations Compliance Certificate by post, usually within 10 to 15 working days.
For oil, a technician on a competent person scheme such as OFTEC can self-certify the work. Otherwise you must use building control.
Since 1 October 2022, a new or replacement gas or oil boiler in England needs a carbon monoxide alarm in the room. Gas appliances used only for cooking are not included.
What to ask a firm
Ask each firm the same questions, so you can compare quotes fairly.
- What is your Gas Safe or OFTEC registration number? Can I see the ID card?
- Does the price include a new flue, controls, a filter and a system flush?
- Will you register the boiler for the Building Regulations certificate and the warranty?
- Will you fit a carbon monoxide alarm, if the room needs one?
- Is the price fixed? Does it include VAT?
Questions
Can a plumber fit a gas boiler?
Only if the plumber is on the Gas Safe Register for that type of work. The law makes this a requirement for all gas work in homes. Check the ID card and the register.
Do I get a certificate for a new boiler?
Yes. The Gas Safe engineer notifies the council through the register. You get a Building Regulations Compliance Certificate by post, usually within 10 to 15 working days.
Is there a ban on new gas boilers?
Not for existing homes, at the date we checked. GOV.UK has not set a date. New rules for new-build homes start on 24 March 2027.
