Heat pump installation in the Cotswolds
Short answer
A heat pump takes heat from the air or the ground to heat your home. The Boiler Upgrade Scheme gives £7,500 towards an air or ground source heat pump, or £9,000 for oil and LPG homes until March 2027. You must use an MCS-certified installer. This page lists Cotswold firms that fit heat pumps.

What a heat pump installation involves
The installer first calculates the heat loss of each room. This sets the size of the heat pump and shows which radiators must be bigger.
An air source heat pump has an outdoor unit, usually on the ground near a wall. A ground source heat pump uses pipes in trenches or a borehole, so it needs land and costs more.
Most homes also need a hot water cylinder. The job often takes several days, and longer if pipes or radiators change.
Local factors in the Cotswolds
Many Cotswold homes are off the gas grid and heat with oil or LPG. These homes can get a higher grant until 31 March 2027.
Old stone houses can lose heat through draughts, single glazing and solid floors. Draught proofing and loft insulation help a heat pump work well. Ask for a heat loss survey before you decide.
Many homes are listed or in conservation areas. Permitted development does not cover a heat pump in the curtilage of a listed building. In a conservation area, a unit on a wall or roof that faces a road needs planning permission.
Signs a heat pump may suit you
A heat pump suits most homes that can keep heat in. Other good signs are below.
- Your oil or LPG boiler is old, and you want to stop buying fuel.
- You have space outside for a unit, and space inside for a cylinder.
- Your loft and walls have insulation where they can take it.
- You can heat the home at a steady, lower temperature for longer.
The rules
The Boiler Upgrade Scheme is open in England and Wales. It gives £7,500 for an air source or ground source heat pump, and £2,500 for an air-to-air heat pump. Homes heated by oil or LPG with no mains gas get £1,500 more until 31 March 2027. Hybrid systems are not eligible.
You must own the home, and the heat pump must replace oil, gas, electric or LPG heating. An MCS-certified installer applies to Ofgem for you. The grant comes off your quote.
Since 29 May 2025, an air source heat pump on a house in England is often permitted development. A detached house can have two units. Each outdoor unit must be 1.5 cubic metres or less and meet the MCS 020(a) noise standard. The old 1 metre boundary rule no longer applies.
Permitted development does not cover a unit on a pitched roof or in the curtilage of a listed building. Installation is zero-rated for VAT until 31 March 2027.
What to ask a firm
Ask each firm for a written heat loss calculation with the quote.
- Are you MCS certified, and will you apply for the Boiler Upgrade Scheme grant?
- Which radiators and pipes must change? Is that in the price?
- Where will the outdoor unit go, and does it meet the MCS 020(a) noise check?
- Do I need planning permission or listed building consent?
- What running cost and flow temperature do you expect for my home?
Questions
How much is the Boiler Upgrade Scheme grant?
£7,500 for an air or ground source heat pump. Homes on oil or LPG with no mains gas get £9,000 until 31 March 2027. An air-to-air heat pump gets £2,500.
Do I need planning permission for a heat pump?
Often not, for a house in England. But listed buildings, and units that face a road in a conservation area, need permission. Ask your council.
Do I still need an EPC for the grant?
The rules changed on 28 April 2026, and the EPC rule was relaxed. Ask your MCS installer what Ofgem needs for your home.
