Short answer
Stroud town is mostly on mains gas, but Painswick and the hills around it rely much more on oil. Many homes are old stone cottages on steep valley sides. In two town-centre conservation areas, Article 4 directions limit changes to fronts that face a road. Free advice and grants come through Warm and Well.

What fuel do Stroud homes use?
In the 6 Stroud town wards, 73.7 per cent of households used mains gas alone in the 2021 Census. Only 49 of 6,339 households used oil alone.
Stroud Central ward stands out. There, 25.9 per cent of households had electric heating only, about three times the England share of 8.7 per cent. Many of these homes are flats in and around the town centre.
Across Stroud District, DESNZ estimates that 16.6 per cent of homes had no gas meter in 2024. That is about the England figure of 15.6 per cent.
How is Painswick different?
Painswick relies far more on oil. In Painswick and Upton ward, 533 of 3,234 households (16.5 per cent) used oil as their only heating fuel. Another 2.1 per cent used tank or bottled gas.
The Painswick area also has older homes. In the Painswick, Bisley and Eastcombe area, 46.7 per cent of homes on the Council Tax list date from before 1919. In the Stroud Town area, the figure is 30.5 per cent.
Painswick is inside the Cotswolds National Landscape. There, a new flue on a front or side wall that faces a road is not permitted development.
Do Article 4 directions affect heating work in Stroud?
They can. Stroud District Council has Article 4 directions in the Stroud Town Centre and Stroud Top of the Town conservation areas. The council says the controls apply to elevations that face a road or public open space.
A boiler flue, external pipework or a heat pump on such a wall can then need planning permission. Ask the council before the engineer drills through the wall.
On steep sites, an oil tank or a heat pump often has to go on a terrace or a raised base. Think about access for oil deliveries and for servicing.
Do Stroud homes mix renewable and other heating?
A few do. In Stroud Valley ward and Stroud Central ward, 1.8 per cent of households combined renewable heating with another type in 2021. The England share was 0.5 per cent.
Across the 6 town wards, 69 households had this mix. A heat pump or solar thermal panel beside a gas boiler is one example.
Questions
Is there free heating advice in Stroud?
Yes. Warm and Well, run by Severn Wye Energy Agency, gives free energy advice. It also handles the Warm Homes Local Grant, which is open across Gloucestershire. Call 0800 500 3076.
Can I put a heat pump on a listed house in Painswick?
Not under permitted development. A listed house needs planning permission for an air source heat pump, and usually listed building consent too. Ask Stroud District Council first.
Does the heat pump grant pay more if I use oil now?
Yes, for now. Until March 2027, GOV.UK adds £1,500 to the £7,500 grant where a home uses oil or LPG and has no mains gas.
